Paint.NET

Paint.NET is a very nice and free image editor developed by Washington State University for Windows 2000, XP, Server 2003, and Vista operating systems. Despite its small size, it has many features. It's a useful tool that could potentially replace MS Paint in the future. While primarily using the C# programming language, Paint.NET also incorporates some C++ language and features a layering system, undo and redo commands (depending on hard drive space), special effects and filters, customizable brush sizes, transparent PNG support, red-eye removal, high-quality image resizing, and zoom in and out from 1% to 3200%.
